1.0 Opening

· Chairman opened the session by congratulating the newly elected cabin crew representatives. Chairman clarified the role of the task force which was to present and discuss issues pertaining to cabin crew.
· Members of the task force proceeded to introduce themselves.

2.0 FTL

· Elected representatives raised concerns over the level of fatigue and the lack of communication as there was no update despite the trial initially scheduled to complete by end October
· Group HR updated the task force on the status of the current FTL trial. Qinetiq were still analysing the data collected during the trial flights and that the final report should be ready by year end.
· As a result, the current FTL trial would be extended until March 2009
· Group HR, once receiving approval and letter of dispensation from DCA, would issue a circular to inform cabin crew of the extension of the trial
· Group HR also agreed to resend the FTL circular and booklet to all cabin crew to ensure that everyone was familiar with the new FTL scheme
· Rostering clarified that the FTL allowance is applicable for the trial period only

3.0 Productivity Allowance

· Elected representatives tabled a proposal to introduce productivity allowance in line with the current practice of many other airlines
· Chairman was agreeable to look into this further and has requested Group HR (Compensation and Benefits) to study the proposal in detail
· However, Chairman pointed out, that the introduction of such allowances must be aligned with CA negotiations and should be reviewed as a whole, taking into account the entire remuneration package of cabin crew

4.0 Crew Planning and Rostering

· Elected representatives expressed their concerns over weak communication between Cabin crew and CDC
· Discussions took place about whether layover or night stops were the most optimal for narrowbody operations. It was agreed that the decision to either adopt a layover or night stop is a case-by-case basis and cannot be applied uniformly across the network. However, CDC were happy to study any specific proposals.
· It was agreed, that CDC will publish the average roster and demand flights for all ranks as well as the average monthly meal allowances for each rank to all cabin crew to provide transparency
· CDC will also publish all delayed / cancelled flights on the electronic board at the entrance of FMB to alert cabin crew of any changes in their rosters
· CDC also updated the task force over the current plan to move to the new crew management system which would reduce manual intervention and hence errors
· Elected representative expressed their dissatisfaction over the current CDC call centre, citing that staff were at times rude and were not answering calls
· CDC agreed to look into improving the performance of the CDC call centre, committing to ensure that the staff manning the call centre is efficient and able to respond effectively and efficiently to cabin crew needs. However, CDC pointed out that cabin crew should not use the phone number as their personal contact number as CDC had received many irrelevant calls.
· CDC will also issue a circular to request cabin crew to provide their contact details, ideally their mobile numbers, so that CDC can contact cabin crew, via SMS, in the event of flight delays or changes

5.0 Retirement Age

· Elected representatives questioned the rationale for the disparity in retirement ages between male and female cabin crew
· GM HR clarified that this issue is currently part of CA (Collective Agreement) discussions.
· However, recognizing the current business and social environment, Chairman had agreed to also escalate this issue to the Board in the upcoming Board meeting in November

6.0 Contract Staff

· CCLOPS clarified the process in absorbing 5 year contract crew.
· CCLOPS has finalized their decision to absorb all 5 years contract crew after their third year of employment with the company provided they have a good track record. If cabin crew did not have a good record, they will have to finish their 5 years contract.

7.0 Narrowbody Promotion

· Concerns were raised regarding promotions from narrowbody to widebody, particularly for new permanent cabin crew
· CDC and Inflight Services responded indicating that the promotions were driven by the current operations and route network of the company
· It was agreed that reviewing the overall remuneration scheme, covering productivity allowance would help alleviate concerns of cabin crew pertaining to narrowbody promotion

8.0 Closing and Next Steps

· The meeting ended with all parties agreeing to convene for the 2nd CCTF in January 2009
· The elected representatives agreed to split themselves into ‘subject-matter-experts’ in the event the need to be contacted on any of the above mentioned matters prior to the planned January meeting

Election!!!

Dear Ladies and Gentlemen,

Following MD's circular last week, we have decided to establish the CabinCrew Task Force (CCTF). The CCTF will discuss and action on issues pertaining to Cabin Crew welfare covering working practices, working conditions, remuneration and employment terms & conditions. You will be responsible in electing your own Cabin Crew representatives.

The Cabin Crew representatives will total 12, consisting of a male and a female representative in the following positions
- Inflight Supervisor
- Chief Steward
- Leading Steward (Wide Body)
- Leading Steward (Narrow Body)
- Flight Steward (Wide Body)
- Flight Steward (Narrow Body)

As your elected representatives, they are expected to actively participate in monthly CCTF meetings, with their rosters adjusted to meet the schedule of CCTF. Your representatives must understand your specific issues, be able to provide constructive feedback as well as workable solutions. They must be responsible, committed and possess the highest level of integrity.

The selection process of the Cabin Crew representatives is as follows:

1. Nominations. On Tuesday 5th August 2008, the nomination process will begin at 9.00am. Nominations may be submitted via email to memoid $$EXCCLO OR via a ballot box which will be placed at CCLOPS, FMB, KLIA during office hours for this purpose with the relevant nomination papers. Nominations via email must have the nominees name and staff number in full.

You can only nominate 2 candidates (1 male and another female) in your current position. For instance, if you are a Flight Steward (Narrow Body),you can only elect a male and a female representative for Flight Steward (Narrow Body). Election officials appointed by CCLOPS will be safeguarding the box to ensure a free and fair nomination process.

Nominations will close at 0800 hrs on Monday 11th of August 2008. We will carry forward the 5 names with the highest nominations for election for each of the 12 positions.

2. Election. The candidates for election will be announced on Monday 11th August 2008. Voting will commence the following the announcement of the candidates and close on the 21 st of August at 1730 hrs. A ballot box with the ballot papers will be placed at CCLOPS, FMB, KLIA. Election officials appointed by CCLOPs will be safeguarding the box to ensure a free and fair election. Your vote will be kept confidential. You may also voteby submitting an email from your mailbox to memoid $$EXCCLO.

3. Announcement. The results of the election will be e-mailed and posted on Monday 22nd August 2008 at FMB, KLIA. We will then contact the elected representatives directly to advise them on the date of the first CCTF meeting. Inflight Services (CCLOPS/CPD) will endeavor to assist the elected representatives in adjusting their rosters to ensure that they will be able to participate in the first CCTF. Moving forward, the subsequent elections will be conducted on a yearly basis by CCLOPS. If a Cabin Crew is promoted, the position will undergo the nomination and election process mentioned above.

Cabin Crew Task Force
=================

FTL observation flights will commence tomorrow. Alongside the guidelinesfor sleep management by QinetiQ, MH sleep diaries and Actiwatches, the FTL committee has instituted a range of measures to ensure that your rest does not compromise your health and performance. The FTL committee meet frequently to monitor the progress of these initiatives.

However even with the FTL committee in place, I have noticed, through the numerous 'turun padangs' and discussions with staff, that you have many concerns and issues. While Inflight Services has a number of forums forvarious groupings of employees, in parallel with the FTL Committee, I have decided to initiate the Cabin Crew Task Force (CCTF). CCTF is responsible in discussing issues pertaining to cabin crew welfare in an open and transparent manner. It will cover a wide range of issues from work practices, working conditions, employment terms & conditions as well as compensation and benefits specific to the cabin crew.

The CCTF will be responsible in commissioning programmes and initiatives to improve cabin crew welfare. It will be responsible in prioritising the issues and ensuring that the approved proposals are implemented.

Chaired by Executive Director, Tengku Dato' Azmil Zahruddin the task force will consist of Management representatives; from CCLOPS, CCTS, CDC, GroupHR as well as MASEU representatives and two cabin crew representatives from the following positions:-

- IFS- Chief Steward / Stewardess
- Leading Steward / Stewardess (Wide Body)
- Leading Steward / Stewardess (Narrow Body)
- Flight Steward / Stewardess (Wide Body)
- Flight Steward / Stewardess (Narrow Body)

As your voice, you will democratically elect your respective cabin crew representatives. The first CCTF will take place after the election of cabin crew representatives. Details on the election process as well as the timing and agenda of the first meeting will follow shortly.

Following the first meeting, the CCTF will meet on a monthly basis to ensure that we continue resolving outstanding and current issues. I would like to reiterate that the CCTF is an opportunity for all of us to engage in continuous and constructive discussions to ensure that we can jointly work towards our vision to be a Five Star Value Carrier.

In realizing this vision in such a challenging environment, the CCTF is the first step in providing Five Star service to our Cabin Crew as well. I look forward to your support to this task force.
